Remember when there is an open circuit voltage would be high and current is zero. While for a short circuit voltage is Zero and current is maximum.
Now from the waveform when we inject the signal voltage is Zero for some duration ( Till t= 0.5 ps ) which means short circuit where signal was injected and and at t = 0.5 ps the voltage is maximum which means there is an open circuit on the other end.
