With what angles with respect to the horizontal do the two fragments initially move right after the explosion, as measured by a spectator standing on the ground?

Just before explosion, At maximum height; the velocity of projectile is only along horizontal.

As per question, fragments are also moving horizontally.

Hence for observer on ground, the initial angles will be same as the angles relative to original firecracker.
