acceleration, a= g =-0.4*9.8 = -3.92 m/s2
using the equation, v^2=u^2 + 2as
where ,v=0 a=-3.2 s=67m/s
so, u=sqrt(2as) = 22.92 m/s =82.5 km/hr
so, yes he was speeding
