The concentrations are like this because we have 4× stock i.e actual conc. of Tris base is 100 mM in 4× stock not 25 mM beacausewe are making stock 4 time more concentrated .Due to this when we make 1× working buffer from 4× by diluting it 4 times the final concentaconce of Tris base will become 25 mM .Same logic applied on sds and glycin concentration as well.
