Explanation / Answer

a) Charges are uniformly distributed on the plastic rod as there is no electric field due to metal rod, which is for now neutral. b) When they are touched, metal rod gains some electrons. So metal rod and plastic rod, both are now negatively charged. Negative charge on metal rod gets uniformly distributed, and the plastic rod also has uniform charge distribution now. The part which was touched has lost the electrons but the repulsion between the electrons disperses the charge uniformly again. c) Charge doesn't get transferred to other plastic rod. and the first rod has uniform negative charge distribution. Other rod is electrically neutral.
