if pressure compensated valve connected to opposite port supplying fluid at a constant rate as whatever pressure is set in compensator valve. flow stays same at constant pressure the same regardless of inlet or outlet fluctuations.

4)solenoid valve is an electromechanical actuated valve to control the flow of liquids and gases.

the possible reason to not move cylinder i.e is inlet reservoir is not connected to inlet port of cylinder (from a figure)
