The initial increase in blood flow is due to local regulation. The reason for initial local regulation is that its fast and effective and is able to meet the oxygen requirements of the exhausted muscle with a fast response and prevent anerobic respiration. It also replenishes the oxygen level and ATP levels due to aerobic respiration. One of the ways this happens is due to NO(nitrogen oxide release) which dilates the capillaries, increasing the blood flow and hence the oxygen supply to the muscle.
