Part (a) -

Suppose, velocity of light in the liquid = v = L/t

velocity of light in the vaccum = c

Now, index of refraction of the liquid, n = velocity of light in the vaccum / velocity of light in the liquid

=> n = c / v = c / (L/t) = (c*t) / L

Part (b) -

Put the values in the above expression -

n = (3 x 10^8 x 59 x 10^-9) / (10.1) = 1.75
