Hight gravitation field can change the speed of light. We are aware of the fact that light can not cross the black hole, the reason behind this being the ultra high gravitational field of the black hole. Hence as the speed of light decreases near the black hole, we perceive the images slower and hence the outer world looks like moving at slower speed.
