Figure 1 shows an INVERTING AMPLIFIER, but Figure 2 has a PHASE SHIFTER in its place. Could you have used a BUFFER AMPLIFIER (which inverts the polarity) instead of the PHASE SHIFTER? Explain.

No dear you cannot use it because a phase shifter shifts your signal in the frequency or time domain like the time shifting techniques you use with commuication signals whereas the buffer amplifier will just amplify and invert your inputt signal before putting it in the adder.
A phase shifter shifts the signal with respect to some fixed property posssed by the input signal like the frequency or voltage and then it transfers the signal to the output which you cannot do with buffer amplifier.
