Steps: 1. First notice the direction of the magnetic field (it is into the page)

2. The flux through the loop is decreasing so put your thumb of the right hand along the magnetic field, meaning point your thumb into the page ( if the flux was increasing then you would have to point your thumb against the magnetic field ).

3. Notice the curling of your fingers ( in this case they are curling clockwise, which means the current in the loop is clockwise and so downward through the resistor ). As the induced current is proportional to the induced emf which depends on the magnetic field, so the current will be proportional to B and not B2.
