Explanation / Answer
1: The article is about topology of genome i.e. structural details of loops, domains and compartments and their effect on the gene regulation. Since these topological factors regulation the gene expression as the level of transcription by regulating the accessibility of genes and regulatory elements.
2: The authors have collected the relavent data about genome topology in human and have described the strcutral features of these genomic heirarchial levels with respect to their effect on regulation of gene expression. The author is interested in studying the effects of genome topology on the genome functioning.
