When the student tocuhes the elctroscope, whatever charge was present over the electroscope gets grounded through that.
When the second student gets the charged plexiglass rod near the electroscope and did not touch it, the electroscope gets charged again, and will now have an equal and apposite charge to that of rod. Since the first student has removed his hand before second begun to charge it with induction.
The third student is touching the electroscope with charged PVC pipe will let the electroscope charge by conduction.
Hence, Both the electroscope are charged.
