This is called Triboelectric effect: The triboelectric effect is a type of contact electrification in which certain materials become electrically charged after they come into frictional contact with a different material

The charge exchanged depends on charge affinity of material and frictional energy.

For PolyCarbonate affinity is -5 nC/J .

For Vinyl: flexible clear tubing affinity is -75 nc/J

Hence when both above objects are rubbed there will be about (-75) - (-5) = 70 pico coulombs of charge transfer per joule energy.

so for four joules 70*4 = 280 nC charge is exchanged.
