Eqivalent resistance of the loop-

1/Req =1/7.6 +1/3.8

Req = 2.53 ohm.

EMF induced in the loop (e)= NB dA/dt (let take it rotate in 1 second)

e= 31*1.4*(.43^2-(-.43^2)) = 16.05 V.

a) Total current (I) = e/Req = 16.05/2.53 = 6.344 Amp.

so total charge flown (Q) =It =6.344*1= 6.344 C.

b) current through 3.8 ohm resistor = I*(7.6/(7.6+3.8))= 4.23 Amp.
