first one is correct because first one rises in air shows that his weight is not enough and that does not show that strength is less.

and when second one presses down, he is just putting some extra force required to make first one stable on ground and that not even shows that second one is stronger.

but after first in stable on ground, he is able to move weights which is purely by the strength of his muscle and support on shoulder has no impact on that. hence he is stronger enough
