15.a)
At T = (very long time), everything is assumed to be in steady state. If the circuit is purely DC, then no current will be flowing through any capacitor and you can replace all capacitors with open circuits for the purpose of finding the voltages of the circuit & then easily find the charge on each capacitors.
15.b)
C1 and C2 are in parellel & then their combination is in series with C3;
Ceq = (C1+ C2).C3 / (C1+C2+C3)
15.c) Time constant = R . C (you did that correctly)
15.d) Graph drawn above is correct (max voltage would be V, Imax = V / R,when there's no resistance due to capacitors(capacitive resistance) )
