7q/d = q1/d + q3/3d multiply by 3d
21q = 3q1 + q3
We need a q1 and q3 such that the above is true.

It would be tough to make the ones with decimals work -- toss them.
I like 5q and 6q:
21q = 3*5q + (6q) is true.
So q1 = 5q
and q3 = 6q
