Ball 1 velocity = 17 m/s , since Anita`s already in motion, from her reference point the ball is going at a speed of 11m/s. She is moving in the same direction of the ball, and if it was to be seen faster than her own speed, then the ball must have had a higher speed in the beginning = 17m/s.
