population will grow at a faster rate because they are not beeing consumed externally. even we allow a restricted fishing it is very difficult to monitor that rules are being followed.
fishing is a major hinderence in growth of a healthy marine ecosystem and harvesting adds a new difficulty to the growth so the areas with banned fishing grows at a good rate
