When a battery is connected through a small bulb to a capacitor, initially electrons start getting deposited on capacitor plate at a faster rate. later on the new coming electrons are repelled by existing electrons on the plates. so the rate of deposit of electron keep on decreasing and it becomes infinitely small rate. Hence the bright bulb initially becomes dim and then goes out.
The exact reverse thing happens on positive plate of the capacitor.
