Then, in the second picture, another charge is added to the same plane as the other charges at one of the labeled points, and the field at the two points is changed to that shown by the new vectors. At which labeled point is the additional charge placed?

If we observe the diagrams carefully then the arrow represents the direction and the length represents the magnitude of the vectors.The upper vector has increased its magnitude and changed direction.So the new charge must be closest to the upper vector. So the additional charge is placed at point C.
