I can answer only 2.1 without carrying out the experiment.

2.1 A voltmeter has to measure a tension, that is has to be parallel connected. In order not to alter the circuit properties its resistance must be as high as possible since it contribuition is 1/R

In the same way the ammeter measures a current in a serial connetction. Its internal resistence must be as low as possible in order not to "steal" tension to the circuit.
