At the time of sun set and sun rise the sun is at horizon .the rays from the sun has to travel a larger part of atmosphere wavelength of blue is much lesser than wavelength of red and intensity of scattered light is inversely proportional to wavelength power 4 . Therefor most of the blue light scattered away. Only red colour which is least scattered enters into eyes and appears to come from sun hence both these observers will observe red light.
