Initailly car is having some kinetic energy. When car comes to rest, its kinetic energy has converted into spring potential energy.

so,

0.5*m*v^2 = 0.5*k*x^2

v = 45 km/hr = 45*1000/3600 m/s = 12.5 m/s

use:

0.5*m*v^2 = 0.5*k*x^2

m*v^2 = k*x^2

1300*(12.5)^2 = k*3^2
