Testosterone is a sex harmone and anabolic steroid.once testosterone produced in body and secreted in to the blood stream, first it is converted into an active form called Dihydrotestosterone(DHT).DHT is then bind with the androgen receptor and forms a comlex which further undergoes to a conformational changes.After changing in structure of this DHT-Androgen receptor complex ,it reachs in to the neucleus of cell and binds with the specific neucleotide sequence of DNA.The result of this binding cause changes in transcriptional protein which is mediated by a specific gene.and thus it produces androgenic effects.
Since most of the Testosterone in the body is transported through a plasma protein called, Sex Harmone Binding Protein but the remaining testosterone is known as free testosterone and only this free testosterone can be converted into the active form i.e.5-alpha Dihydrotestosterone.And the effect of testosterone is produce just because of DHT.
Thus Second option (It can eaisily diffuse in plasma(mostly water) & reach almost any tissue) is not explaining that why testosterone can have such varied effects. because there is no significance of diffusion in the action of testosterone.
