where least volume of water is displaced where buoyant force will be minimum.
and when submarine floating then
buoyant force = weigt force of submarine.
so when submarine is floating, it will displace least water.
and when weight of submarine is less in floating that means buoyant force will be less .
in case it is out water then there is no buoyant force in it ( out of question)
