a) 1 swich minimum (ans)

If we close Sa circuit for the bulb A will complete and it will glow.

Similarly If we close only Sb the other citcuit will complete and we will get bulbs in that circuit glowing.

b) Sb and Sd needs to be closed to get maximum brightness on C. Sb to close the circuit and closing Sd will decrease the resistance of the branch D , and hence increase the current in the circuit. Whhich in turn will increase the dissipation of power in C. As P = I2R .

No There are no such swtches which will not affect the brightness of C.
