Part A)

Start with C = eA/d

C = Q/V and V = Ed.

Q/Ed = eA/d

Q/E = eA

(.552 X 10-6)/E = (8.85 X 10-12)(pi)(.0822)2

E = 2.94 X 106 N/C

Part B)

As you can see, d canceled in the equation above, so the Electric Field has nothing to do with the distance.
