Back in June 1952, Albert Tillman, the then Sport's Director of L.A. County, writes to the director of LA county pars and Recreation about the growing popularity of skin diving and the risks associated especially in Polos Verdes. This leads to the sports division of LA county to join hands with the Lifeguards to design instructions for skin and SCUBA diving. There was quite a bit of skepticism about the need for state interference in a sport but it was much needs given the risks associated with this sport. Eventually, in the summer of 1954, the first public class for skin and scuba diving started and the participation was overwhelming. The instructing team understood the growing popularity of diving as a sport especially SCUBA and realized that there would be a dire need to produce more qualified instructors who can then pass on the safe diving lessons to masses.  Therefore, the first UICC (Underwater Instructor Certification Course) was set up at Lynwood, California Natatorium in the spring of 1955. The participants were expert divers with vast experience and the course was of 24 hours spread over four weekends. Suddenly the programme exploded in terms of popularity and the major course each year would run over ten weeks. The training manuals were revised continuously and new instructor manual was also developed. Thus the LA county programme became the model programme for the entire country. The continuous feedback and recertification of instructors maintained the high quality. The membership of the LA county underwater instructors association continues to be a matter of pride even today. The second most predominate scuba instructor course that developed from this was the national certification program from National Association of Underwater Instructors which resulted from the association of Albert Tillman with Skin Diver Magazine contributor Neal Hess.
