In our health service industry there are many regulatory bodies that exercise autonomous authority over human activities. It imposes supervision for benefit of public. These bodies are independent bodies without any political interfaces. Accreditation bodies certify third parties that ensures there certification practices are acceptable. Such as United Kingdom accreditation services that ensure everyone from purchasers and suppliers to consumers can have confidence in quality of goods. Regulations involve rules that must be followed while accreditation is seal of approval certifying that organization has met specific standards.

However in 1996 US passed legislation in an effort to ensure privacy and safeguard individual medical data. So Health insurance portability and Accountability Act was signed. This act protects privacy and security of health information and provides individuals with certain rights to there health information. It discusses privacy rules - sets national standards for Protected Health Information, security rules - specify safeguards that agencies must implement to protect integrity and availability of electronic protected health information, Breach notification rule- requires to notify affected individuals, US departments of health and human services by agencies.

Covered agencies and entities must follow HIPAA rules. Such as clinics, doctors, dentists nursing homes, pharmacies and psychologists,health maintenance organizations etc.

In today's world personal health information of patients is harder to protect than before. Keeping patients personal information confidential is top priority of any health care organization. With this act it has become easier to safeguard information as well as who is given access to information. Despite this numerous health care providers violate HIPAA rule on regular basis, prompting many different types of fines and other penalties to be enforced.

In health industry services patients safety improvements is quality improvement. Minimum standards must be met by a hospital or any health care agency. Rules must be clear, and performance be in control of hospitals being regulated.

Accreditation has been observed to be more effective in prompting good safety practices and in most hospitals accreditation requirements are primary driver of safety efforts.

To conclude regulators and accreditation bodies need to be more aware of cost and effects of their actions. Changes need to produce net benefits and most cost effective changes should be adopted.
