a) This solution comes under azeotropic mixture. boiling point of water is 1000c and ethanol is 78.40c. but the ethanol-water azeotropic mixture having 78.20c. the composition of this mixture is ethanol 95.63% and water 4.37%. the composition is same when the first bubble is come off.

b) At 740c , In vapour phase and liquid phase both are having same composition   95.63% and water 4.37%.
