For years, the government of Brazil believed that the soil inland along the Amazon River would be rich and fertile and would provide a paradise for poverty-stricken peasants living near the coast. Government officials predicted that the construction of the Transamazon Highway would induce peasants by the millions to flock to the rain forests, settle a new frontier, and begin a new life. The plan did not work, however. Discouraged by thick forests and by soil in which it was actually difficult to grow crops, many of the pioneers returned to their traditional homes in the northeastern part of the country.
