This is doing innorder to prevent dilution of the titrant which can be caused due to the remaining drops of water inside the burette(water may be present inside the burette after rinsing with water).This may leads to calculation errors due to change in concentration from the actual concentration of the titrant that we are needed.

Thus by rinsing with the titrant, we can prevent these dilution effects ,so that calculation errors.
