Since, in above reaction, there will be formation of tertiary carbocation occurs, which will be the rate determining step, so the reaction will proceeds through SN1 reaction, whose rate equation is given by
RATE = [Alkyl halide]
or RATE = [ELECTROPHILE]........... (Because alkyl halide forms electrophile)
So, on this basis
a) As we can see there is no involvement of nucleophile in the rate equation, so it is independent of concentration of nucleophile. Hence, doubling the concentration of nucleophile would not have any effect on the rate.
b) As rate is proportional to concentration of electrophile, so rate is also halved when concentration of eletrophile gets halved.
