rate law is
Rate = k * [H2]2 * [I2] so you decrease H2 by a factor 3 so the new rate will be
rate = k * [H2 / 3 ] 2 * [I2] or
rate = k * [H2]2 / 9 * [I2]
for the second part,
if you decrease the concentration of a reactant you can be sure that the rate of reaction will decrease, in this case the rate of reaction will decrease by a factor of 9

the statement says that the product of the pressure and the volume is 2.32 * 135 = 313.2 mmHg * ml so
this a constant, this means that any time you measure pressure and temperature the product of pressure and volume must be 313.2 so:
PV = constant = 313.2
P is pressure, V is volume
since the new pressure has been provided in torr then we must change it to mm Hg, in this case 1 torr is aproximately 1 mm Hg so 750 torr is 750 mm Hg
so we just need to apply the equation
750 mmHg * Volume = 313.2 mmHg * ml
Volume = 313.2 / 750 = 0.4176 ml
