Initial volume = 54.0 L

Final pressure = 40.0 mbar * 1 atm / 1013.25 mbar = 0.039477 atm

Final volume = ?

P1V1 = P2V2

V2 = P1V1/P2

    = 1.100 atm * 54.0 L / 0.039477 atm

    = 1505 L

So the final volume of the balloon = 1505 L
