Ok, you are correct in part 1. However, you need to do that procedure with each trial, (volume 1 and 2) to get two different concentrations, and from there, you take average of concentration.
Now to do part 2, you have to do exactly the same as part 1, with the concentration that you previously calculate in part 1. The bleach that is taking you may assume it's ClO, so you are actually calculating the concentration of this. Now, the general equation would be:
4 NaCLO + Na2S2O3 + 2 NaOH = 2 Na2SO4 + 4 NaCL + H2O
So the relation of ratio 4:1.
Then concentration:
M1V1 = 4M2V2
M1 = 12.6 * 4 * 0.15 / 1
M1 = 7.56 M
Do the same with the other volume.
For the %NaClO just use the following equation and solve for %:
M = % * d * 1000 / MM * 100
