the enthalpy of formation of hydrogen bonds is nearly zero and thus does not add to enthalpy of formation of water.
However inter molecular hydrogen bonding increases the boiling point considerably thus lowereing the vapor pressure of wate.
Water shows maximum density at 4oC , that is much before solidification(anomalous density of water), due to the formation of maximum number of hydrogen bonds at that temperature. Below this temperature no further H- bonds formed and the water molecules can not come closer more . Thus the volume is minimum at this stage leading to maximum density. Thus liquid water has more density than ice making ice floating on water.
