An aromatic compound contains a set of covalently-bound atoms with specific characteristics:
In the first compound the number of double bonds are 5x2 = 10
The number of rings in the compound are two ---> n = 2
So 4(2)+2 = 10 electrons.
So it obeys Hückel's Rule , so it is an aromatic compound.
Comming to the second one it has a total of 8x2 = 16 electrons.
The number of rings are 4 so 4(4)+2 = 18 electrons which cannot balance .So (4n+2) rule couidn't obeys.

The IUPAC criteria for antiaromaticity are as follows
So the compound is antiaromatic.
