ANSWER
The rule is derived from the fact that in organic compounds elements with even mass form even number of bonds and elements with odd mass form odd number of bonds. But nitrogen is exception, it has mass of 14 and forms three bonds. That is the reason why nitrogen rule holds. The rule is applicable to neutral molecules only. for example if we have one nitrogen. It can form three bonds. If all bonds are formed with Hydrogen, molecular mass will be 3 + 14 = 17. If it is bonded to three carbons the compound will have three carbon atoms and nine hydrogen atoms. Because each carbon will three bonds with three hydrogens and one bond with N. So molecular mass will be = 3 X Mol. mass of carbon + 9 X Mol. mass of H + Mol. mass of N = 3 X 12 + 9 X 1 + 14 = 59.
