I would choose "d." You need to start with 20mL (M1V1 = M2V2), so a small (10mL) pipet will not do. There will be more room for error needing to pipet twice with a 10mL pipet opposed to just once with a 25mL pipet. A volumetric pipet is designed to give EXACTLY the amount it says (i.e. a 25mL Volumetric pipet has one and only one line for 25mL, so there is no way to determine 20mL).
