I think this question is part of the iodine clock reaction experiment. I´m using data from a previous experiment to explain you how you can answer the question with your data.

From a previous experiment

The objective of these questions is that you find the values of the relation of the speed of the reaction.

Rate of reaction theoretically goes like this:

r = - K * Ax * By

Our particular case

r = -K * S2O8x * Iy

Now let´s answer the question. What happen when you double the concentration of S2O8 , to answer this question you have to look for two experiments where the concentration of the other specie (I) remains constant in order to clearly see what will go on when you double the concentration. Luckily for us experiment 1 and 2 will do the job (in real life not always you will find the concentration doubled without changing the other specie concentration)

The hint that comes in the statement says everything you have to do.

Rate 2 / Rate 1 =3.4x10-5 /  1.7x10-5 = 2

The rate increases by a factor of 2 in this example.
