According to the table, redox potential of Cu2+/Cu is 0.340 V vs Standard hydrogen electrode
So you have 0.340 V - Ea=0.206 V
So Ea=0.134 V vs Standard hydrogen electrode
Standard hydrogen half cell has potential of 0 V. So the question is basically asking what is the potential of your anode. I just don't know whether to use -.134 or +.134 (if the anode described is still the anode when compared to the hydrogen half cell.
