we just have to balance the charge on both the sides
balancing the charge means balance of number of electrones
so the half reaction becomes
Ti2+(aq)--------->Ti4+(aq) +2 e(-1)
and
2 Fe3+(aq) +2 e(-1) -----> 2Fe2+(aq)
