Explanation / Answer

You add HCl to NaOH and you get water H+ + Cl- + Na+ + OH- H2O +NaCl(aq) All of the H+ and OH- ions are then consumed. But then you still have NaCl as Na+ and Cl-. So only half of theions (H+ and OH-) are gone. answer C)
