So vapor of that liquid will occupies between liquid in the bulb and u tube. the same vapor should be in the region above the liquid on the other side of u tube. the whole system shoud be air bubble free. Rubber pressure hose measures pressure in the system. vapor pressure is measured when levels are equal at a given temperature using pressure adjustment.
