Kb = boiling point constant =  1.324 °C/m

m is molality

putting all the values :

0.654 = 4 x 1.324 x m

m = 0.1235 m

Molality = number of moles / mass of solvent in kg

0.1235 = n / 1

n = 0.1235 mol

Molar mass = given mass / number of mol

= 21.27 / 0.1235

= 172 g/mol
