a) since the salt crystals has splattered from the evaporation dish, the percentage amount of salt that you have recovered is less than expected. So, this error has decreased the salt percent.

b) Since the sand does not dissolve in water and it also is non volatile substance, heating it to either shorter or longer period of time, would not have any effect on the mass of sand recovered.
