b. compare your advertizes with competitors advertize and make modificatins accordingly
c. fix budgets and track ROI on investment

Considering your target audience put your advertize in proper websites

If you want to use video, then you should use streaming because it is necessary for displaying your advertize in continues form otherwise if the advertize is not displayed properly then people will not see it and you wont get results.
